While Porygon was made at Pokemon Lab of Cinnabar, and Porygon2 was made at Silph Co., it is unknown who created Porygon-Z or where this had taken place. It has been theorized, though, that Team Galactic created it, due to the dubious characteristics that Porygon-Z possesses. This is also a likely theory due to the fact that the Dubious Disk was first found in the Sinnoh region, while some scientists of Team Galactic, namely Charon, have been known to have possibly worked for the Silph Company at one time. While Porygon-Z is the only one of the Porygon family to make it into outer space, its program seems to have several glitches.
Of the parts that make up Porygon-Z, the first notable part is the Devious Drive that it possesses, which is in comparison ten times the drive that the master drive of Porygon2 is. This Devious Drive is made of all of the drives of Porygon2, combined with the Dubious Disk. It is a rectangular prism made up of master-grade microchips, a transmission antenna, and a complex network of technology on the inside. Supposedly taken from a supercomputer, this drive has ten networks of information running at once, whereas three are Internet. The transmission antenna allows for high-quality Internet to be received and sent out at an unimaginable speed. The second part is the two screens that are fixed to the head, while connected to the Devious Drive. These screens act as eyes, recording every object around it. It was made with a circle around the pupil that acts as a pupil so as to see a full scan of any object from one side and be able to tell what the whole object is like due to the characteristics of the surrounding area. The third part is a high-quality microphone and speaker, receiving and sending audio transmissions. The fourth part is the attack generator, with a small energy generator attached to help attack power. The fifth part is an energy transferal unit, which also acts as a magnetic-force transmitter. This device uses magnetism to float above an area where another is located. The amount and type of magnetic floatation is a process regulated by the Devious Drive. This device also receives and sends energy, as well as information to be taken by the other unit to the rest of the system. The sixth part of the unit is the same, only in a smaller version, keeping the limbs attached to the body. The seventh parts are drives that regulate the limb that it is specified to, while these are controlled by one in the middle of the body, which processes what should be done according to the information given by the Devious Drive. The eighth part is another device that allows the wireless transfer of energy and information, only these do not have power of magnetic force. The ninth part is an amplified attack generator; that is, the attack generator re-made to fully give attacks to the limit before self-destruction becomes a threat. The tenth part is the magnetic-force energy-generator that has been updated to generate three-times the amount of energy that Porygon2's did. The eleventh and final noted part is the device that allows Porygon-Z to stay off the ground. For regular floatation, it uses magnetic force against the Earth's magnetic force, but for exponential floating and flying, this goes into particle-mode, where it temporarily changes into an atomic particle accelerator to allow for the energy for extremely rapid movement and flying. It has been noted that Porygon-Z quivers as if malfunctioning, but this could be due to the glitches in the program, or the times when several processes try to work one area at once.
